Complex Litigation Programs in the Philadelphia Court of Common Pleas, Pennsylvania
In 1993, Philadelphia was 44th out of the 45 largest urban trial courts in terms of length of time to dispose of civil jury cases. Since that time, Philadelphia has dramatically decreased the length of time to dispose of civil jury cases and was hailed by the National Center for State Courts in 2004 as "arguably the best-managed large urban civil trial operation in the nation." This article discusses three case management programs in Philadelphia which have contributed to the dramatic improvement -- the Complex Litigation Center-Mass Tort Program, the Commerce Program and the Class Action Program.
